What building licenses are needed for new construction in Spain?

Building a new property in Spain requires several licenses: 1) Licencia de obra mayor — the main building permit issued by the town hall, requiring approved architectural plans. 2) Licencia de primera ocupación (first occupation license/LPO) — confirms the completed building meets approved plans and is habitable.

Without this, connecting utilities permanently can be difficult. 3) Certificado de fin de obra — an architect's certificate confirming construction is complete. 4) Declaración de obra nueva — registration of the new building in the Land Registry via notarial deed. 5) Boletín de instalación eléctrica — electrical installation certificate.

For new-build purchases from developers, verify they have all these licenses before completion.

Buying without an LPO is risky.

The developer is also required to provide building insurance (seguro decenal) covering structural defects for 10 years.
