While Flanders already enforces strict renovation obligations, Spain is gradually moving towards a more energy-efficient housing market. New rules from 2030
At present, Spain does not yet have renovation obligations like Flanders, but new rules are on the way. From January 1, 2030, any property for sale or rent must have at least an E energy rating. From 2033, the minimum will rise to D. Older homes with lower ratings will therefore need improvements to remain marketable.

What this means in practice
Older properties will benefit most from upgrades such as improved insulation, new windows, more efficient heating or cooling systems, and even solar panels. These improvements not only reduce energy costs but also increase comfort and property value.

Support and subsidies

The Spanish government and the European Union provide various subsidies to make renovations attractive and affordable. Up to 40% of the costs for individual homes and even up to 80% for apartment buildings can be subsidized. In addition, a national renovation plan (PNRE 2026) is being developed to further support property owners.

The EPC certificate
An EPC remains mandatory when selling or renting a property. The cost usually ranges from €90 to €150, depending on the size of the home. This provides transparency for buyers and builds trust for sellers.
